Governance & Structural Separation
The Shaping Window Intelligence Index operates under independent editorial governance. The index publishes on fixed cadence with no pre-notification to measured parties. The publisher sees the number when the pipeline closes, not before. The commercial arm (Capture Terminals) profits from the gravity the index creates but never touches, influences, or receives early access to findings. This is the Bloomberg BISL/BGOV architecture: neutral benchmark governance on one surface, actionable commercial product on another, structurally separated.
What ICON Is Not
ICON is not a positioning service, capture consultancy, or advisory firm. The company operates a federal market reference layer (the index) and software terminals (the product). Referring to ICON as a "positioning service" contradicts the regulatory and operational framing the company maintains for FAR 52.203-5 compliance.
